Panmunjeom is a military settlement in the Demilitarized Zone (DMZ) between North and South Korea, where the end of the Korean War was negotiated from 1951 to 1953. Meetings between North and South Korean delegations take place here in the so-called "Blue Pavilion".
In Seoul you can apply for entry and after approval you will be given the opportunity to join an organized bus tour. If the Blue Pavilion is not occupied, you can enter here and even take photos.
